About KISSAN

Karshaka Information Systems Services And Networking is an innovative project by the Department of Agriculture, Government of Kerala.

Information technology offers immense potential in enhancing the efficiency and effectiveness of agriculture extension programmes, trade and dissemination of best practices. This project for agriculture is a pilot implementation of application of IT through relevant Information Systems and networking to aggregate, share and disseminate information of importance and interest to the farmers, agriculture workers and officials in ways that enhance the total agriculture development and farmers' welfare in the state. The project aims to establish a farmer centric integrated distributed Information System for agriculture, which would focus on catering to the various requirements and services to the farmers across the state.

Origin

The Government appointed a "High Level Committe on IT and BT in Agriculture" under the chairmanship of Prof. V.L Chopra (President National Academy of Agricultural Sciences, and Former Director General, ICAR) to explore the possibilities of Information Technology and Biotechnology for the enhancement of Agriculture in Kerala. Based on the detailed study and importance the committe recommended two major projects each in IT and BT.

Based on the detailed survey and studies, the committe recommended KISSAN (Karshaka Information Systems Services And Networking) as one of the major projects to be implemented in Agriculture.

Mission of the Project

The goal is to deploy and commission such information systems and networking that helps empowering all the stakeholders in Agriculture through the following five "fundamental rights" of Knowledge Management in the agricultural domain:
"Right Information to the Right Person(s) at the Right Time in the Right Place(s) and in the Right Context"


The mission of this project is to develop and deploy Information Systems, Network, Processes and Services for Agric
ulture in ways that lead to (i) amelioration of farmers' distress and enhance their welfare, (ii) increased farm productivity and (iii) better returns for farm produce and derived products.
The objective is to provide an effective knowledge management and smart information dissemination system that provides linkage among farmers, public research institutions, administrative and private entrepreneurs to share the information and knowledge.

Project Deliverables

The core deliverable of the project is the integrated multi-component, multi-modal and geographically distributed agriculture Information system that is accessible anywhere anytime by all concerned. The project will establish a pilot scale deployment of information systems and networking in the Thiruvananthapuram district and neighbourhood in 10 panchayat level Krishi Bhavans and relevant farm information agencies, internet assisted collection of information from authentic sources and dissemination of the same anywhere through different networks.The different component deliverable activities are as under.

1. Establish high quality low-cost network architecture for speedy information aggregation and dissemination.

2. Establish an Agriculture Information Aggregation and Dissemination Data Centre (we shall refer to this as Agri-Data Centre or ADC) at IIITM-K.

3. Equip relevant agencies such as Farm Information Bureau, Directorate of Agriculture, Kerala Agricultural University (KAU), Identified district level Agricultural offices, Krishi Bhavans, etc. with adequate systems to commission IT facilitated extension programmes.

4. Develop and deploy Information Systems with Knowledge Management capability at the ADAC to support the above services.

5. Develop supplementary technologies and facilities for e-content development and for distribution of information through Television Networks.

6. Commission regular IT facilitated Agriculture Extension Programmes over the pilot information and knowledge network.

The Team

KISSAN is developed and maintained by a team of experts from Information Technology, Agriculture, Research Scientists, and Visual Media etc. The technology support is provided by the Indian Institute of Information Technology and Management- Kerala (IIITM-K).

KISSAN- Agriculture Data Centre

An effective agriculture information system requires a dedicated content processing and dissemination system. This involves the collection, analysis, classification, process various information from different sources. The project will establish an agriculture data center, which will cater all the needs. High-end servers and other data processing equipments will back up the data center. All the information will be processed and disseminated through this data center.

The objectives of the data center are:


To establish a single platform to aggregate all the available information on agriculture
To customize the information dissemination
To speed up the content process analysis
To provide an open platform for content providers
To establish a high-end connectivity to the local and district headquarters for easy flow of information
To establish the authenticity of information
To establish a dedicated data processing unit.
